The Department of State’s Bureau of International Security and Nonproliferation (ISN) works at the intersection of international security and technology. We are now entering the Second Quantum Age, and we face the uncertainties of the Fourth Industrial Revolution. ISN is now grappling with transformative and converging technologies such as generative AI and biotechnology. Indeed, rapid technological developments, no matter how promising their benign features, influence the development and proliferation of WMDs, their delivery systems, and advanced conventional weapons as well and transform the overall character of the international security system. Nuclear energy for power generation is another critical component of this transformation to enable the development of these new technologies and as part of the clean energy mix to combat climate change – all essential to U.S. national security and geopolitical interests.
