The Naval Nuclear Propulsion Officer Candidate (NUPOC) Program is a collegiate program for students interested in engineering to join the U.S. Navy as an officer in the Nuclear Propulsion Program while enrolled in a full-time college degree program. While in school, those in the NUPOC program will receive a full-time paid salary in order to focus on their education while reducing concerns of financial obligations.

Rear Adm. Gary Montalvo is from Puerto Rico, and entered the Navy after completing high school in North Carolina. He is a USNA graduate and earned an MBA from George Washington University and an MA from Regent University. He completed MIT Seminar XXI.

As a Submariner he commanded USS NORTH CAROLINA (SSN-777) and Submarine Development Squadron FIVE. He deployed to the Western Pacific, European Theater, Southern Command Theater, and completed five strategic deterrent patrols.

His shore duties include COMUSNAVSO, OPNAV, Naval Reactors, COMPACFLT, PCOI for COMSUBPAC, Program Analyst at OSD, and as PERS 42/N133. He most recently served as Executive Assistant to the Commander, U.S. Indo-Pacific Command.

He serves as the Director of Maritime Headquarters and Sustainment at COMPACFLT.
